Hormuz talks will not reopen the strait.
Core CPI rose 0.3 percent. A hike looks likely.
Iraq shut three borders. The Saudi line stays shut.
Stocks bounced Friday. Fear is too quiet.Weekend edition — US cash, oil, gold and the dollar are through the 11 Sep 2026 close. US markets are shut until Monday 14 Sep. Hormuz talks over the weekend do not reopen the strait. FOMC is 15 to 16 Sep.
No scorecard flip. Composite 41, NEUTRAL, unchanged from Saturday. Markets are closed, so the print is Friday’s tape. The weekend news is worse than the tape. Iran said an Oman understanding does not reopen Hormuz. Iraq shut three crossings. The Saudi East-West line is still down. Do not read 41 as all-clear into Wednesday.
| Asset | Level | Change |

The Dow rose 0.98 percent Friday to 52,573. The Nasdaq rose 0.96 percent to 26,333. The four-day slide ended on cheaper oil, not on cooler inflation. Vol is asleep next to 100-dollar crude. That is still the fragile part.
Hormuz Talks Will Not Reopen the StraitSignal. An Iran-Oman understanding does not provide for an immediate reopening of the Strait of Hormuz, an Iranian source told Tasnim on Saturday (Reuters, 12 Sep). Reopening depends on the United States meeting Tehran’s conditions. A Monday meeting in Oman with Gulf states is not expected to yield a signed deal (Reuters, 12 Sep). Bahrain said it will not attend. Iran still wants fees on ships. Oman rejects that. Friday’s oil dip followed a talks rumor. The weekend killed the rumor.
Macro Impact. About a fifth of global oil used to move through Hormuz. The strait stays a political lever, not a shipping lane. Monday’s meeting is a photo op unless Washington concedes. Fade the “deal” headline into the US cash reopen. Physical barrels are still trapped.
Positioning. Keep the energy overweight (USO, XOM, CVX). USO fell 2.2 percent Friday. Exxon rose 0.46 percent Friday. Chevron rose 0.61 percent Friday. Own the barrel, buy the lag. Do not short crude on Oman headlines. Keep a small defense sleeve (ITA, LMT). Lockheed fell 1.1 percent Friday. That is the cleaner add than chasing Friday’s 3 percent oil down day.
Key Sources. Reuters 12 Sep (Tasnim, Oman meeting); market closes 11 Sep.
Core CPI Rose 0.3 Percent. A September Hike Now Looks Likely.Signal. August CPI rose 0.4 percent on the month and 3.4 percent over the year (BLS, 11 Sep). Core CPI rose 0.3 percent on the month, above the 0.2 percent forecast. Core was 2.4 percent over the year. Gasoline rose 3.9 percent and accounted for more than a third of the monthly headline increase. Traders lifted September hike odds to about 85 to 90 percent (CME FedWatch via CBS, CNBC, 11 Sep). Policy is still 3.50 to 3.75 percent. The Fed meets 15 to 16 Sep. Chair Warsh is in blackout.
Macro Impact. Labor is no longer the veto. Inflation is. Headline looked hot because of energy. The 0.3 percent core print is the one the Committee sees. A hold now needs a speech, not the data. EY-Parthenon switched from hold to a 25 basis-point hike. This is still a one-and-done debate until the dots say otherwise.
Positioning. Stay light duration into Wednesday. TLT rose 0.11 percent Friday. That is not a buy signal. Prefer financials in small size (XLF, JPM). JPM rose 0.76 percent Friday. Do not add Nasdaq beta because hike odds went up. If the Fed hikes and sounds one-and-done, cover some underweights. If the dots show more, add to TLT shorts and cut high-beta tech.

Iraq Shut Three Borders. The Saudi Bypass Is Still Closed.Signal. Iraq closed three crossings with Iran on Saturday (Shalamcheh, al-Shib, Mandali) after drone launch sites were found. Prime Minister al-Zaidi dismissed the Maysan commander and agreed a joint probe with Iran (Al Jazeera, 12 Sep). Saudi Arabia’s East-West pipeline remains shut after Thursday’s drone hits from Iraq (Saudi Energy Ministry, Reuters, AP, 11 to 12 Sep). President Trump said Iran was probably behind the attack (Reuters, 12 Sep). Yemen’s Houthis still hold Perim Island at the mouth of Bab el-Mandeb (Reuters, 11 to 12 Sep).
Macro Impact. Hormuz is the front door. The East-West line was the bypass. Perim sits on the other chokepoint. All three are impaired on a closed weekend. Diesel already printed above 6 dollars a gallon. Friday’s 2.8 percent Brent drop does not fix that. Do not fade crude into Monday.
Positioning. Hold XLE, XOM, CVX. XLE rose 0.32 percent Friday. Stay light airlines (DAL, AAL) even after Friday’s bounce. DAL rose 2.1 percent Friday. That bounce dies if diesel stays bid. ITA is the hedge if Perim becomes a shooting gallery.

Stocks Bounced Friday. VIX Fell to 15.84.Signal. The S&P 500 rose 0.86 percent Friday to 7,656.98, ending a four-day slide. The Nasdaq rose 0.96 percent. The Dow rose 0.98 percent. VIX fell 11.2 percent Friday to 15.84. Semis (SMH) rose 1.5 percent Friday. AMD rose 2.5 percent Friday to $516.13. Nvidia was little changed Friday at $218.29. Small caps (IWM) rose 0.41 percent Friday. Emerging markets (EEM) rose 1.3 percent Friday.
Macro Impact. Equities bought cheaper oil and an Oracle beat, not a cooler inflation print. A 15.8 VIX with Brent still at $104.61 and hike odds near 90 percent is complacent into a Wednesday FOMC. The scorecard sits at 41 because vol died, not because oil or core inflation did. A hawkish press conference would put 17-handle vol back in a session.
Positioning. Do not sell vol at 15.8 into 16 Sep. Prefer quality (SPHQ) and staples (XLP) over high-beta tech (XLK, SMH). SPHQ rose 0.98 percent Friday. Fade the small-cap bounce. Do not buy the broad index until the statement is out.
Key Sources. Market closes 11 Sep; Reuters 11 Sep.
Signal. Oracle reported Thursday after the close. Adjusted earnings were 1.92 dollars a share versus 1.74 expected. Revenue rose 30 percent to 19.35 billion dollars. Cloud infrastructure revenue more than doubled to 7.4 billion dollars. Backlog rose to 664 billion dollars (Oracle, Reuters, CNBC, 11 Sep). Shares popped in the premarket, then closed Friday at $150.28, down 1.7 percent. Adobe rose 1.4 percent Friday to $252.23. Data-center REITs bounced. DLR rose 1.7 percent Friday. EQIX rose 1.4 percent Friday.
Macro Impact. AI demand is still there. The multiple is not, because the 10-year is 4.98 percent. Oracle also has a debt-and-capex story. Picks-and-shovels (power, networking, data centers) still hold up better than chasing the software pop that faded by the close.
Positioning. Hold Nvidia. Do not chase Oracle. Overweight DLR, EQIX, XLU, NEE on dips. Utilities (XLU) fell 0.31 percent Friday. That is the cleaner AI sleeve than adding software into FOMC.

| Variable | Score | Interpretation |
|---|---|---|
| Fiscal Impulse | 69 | 10Y at 4.97% — moderately restrictive |
| CB Elasticity | 55 | 5Y at 4.71% — below neutral, Fed constrained by inflation above target |
| Flow Pressure | 20 | VIX 15.8 — lowest reading in weeks, low fear despite Iran/oil |
| Narrative Coherence | 9 | SPY -0.8%/5d | QQQ-SPY breadth +5 |
| Composite | 41 | NEUTRAL |
Regime thresholds: <30 RISK-ON | 30-44 NEUTRAL | 45-60 CAUTION | ≥61 RISK-OFF
The scorecard registers NEUTRAL — VIX at 15.84, 10Y at 4.97%. Stress is moderate. A VIX spike or a 10Y jump would push toward CAUTION.
No flip versus Saturday’s 41 NEUTRAL print. Fiscal 69. CB 55. Flow 20. Narrative 9. The score is unchanged because cash markets are shut. Weekend headlines are not. Talks will not reopen Hormuz. Iraq shut three crossings. Trade 41 as a closed-market print, not as a green light. A hawkish Wednesday can put Caution back on in one session.
